Ethics of care in humanitarian aid and social development
A political ethics of care approach provides the basis for examining these issues critically, in order to understand more effectively the connections between the political and moral bases of humanitarian aid and social development. The major elements in the practice of care identified by Tronto are:
attentiveness â recognition of need, that also combines with it the recognition and acceptance of the moral claims of the people or groups to a response;
responsibility â acceptance that care should be provided and of oneâs own role in that, which is different from obligation because it does not concern formal rules but is a combination of cultural and moral practices that shape recognition of need;
competence â attentiveness and responsibility on their own are not sufficient for the practice of care, rather it requires that those who provide care (whether face to face or through management, setting policy and soon) ensure that care can be provided appropriately;
responsiveness â recognition that those who receive care are part of the set of the interdependent social relations of care, not simply objects to be attended to but subjects with their own ideas and values; and
integrity of care â that the four âphasesâ of care (attentiveness, responsibility, competence and responsiveness) must fit together as a suitable whole, including addressing conflict that may occur as different participantsâ interests collide, and be based on sound judgement that brings together personal and political dimensions.
